I only need 2 catalytic convertors and dont want to affors the cost of magna flow CARB compliant for the 4 states in USA.  It would cost over a grand just for the parts and much more in labor so I am trying to find a cost efficient solution and way around the different rules in USA.

SO. . .  I figured, since it is legal to buy just the ceramic honey comb filters and ship to any of those states that require CARB compliance not just EPA ,than I could just custom build/manufacture my own for cents on the dollar.

If you can find a work around to send me (quantity~2) universal catalytic convertors  for 1999-2004 Land Rover Discovery (price that please) as well as a price for just the ceramic honeycomb filters that are used for those catalytic converters.
